Monday, November 12, 2007 Most LT villages have incomplete youth officers
MAJORITY of the villages in La Trinidad have incomplete Sangguniang Kabataan councils and the Municipal Interior and Local Government Office said it couldn't yet decide on how to complete the line-up.
Municipal Interior and Local Government Officer Brigette Ulep said the office has yet to receive guidelines from the central office (DILG) on how to resolve the incomplete set of SK council seat in most of the villages.
She said in 2002, special elections were done in areas with incomplete SK councils but said they could not implement it this year since there's a standing order from President Gloria Macapagal-Arroyo last January making presidential appointment an option.
"We still have to receive the guidelines as to what to follow," Ulep told reporters.
A list from the Municipal Election Office showed only barangays Pico and Balili have complete SK officials. La Trinidad has 16 barangays.
Barangay Bahong has no new set of SK officers since nobody filed for certificate of candidacy in the October 29 synchronized barangay and SK elections. Betag and Puguis have four elected SK councilors, while other villages have one, two or three SK councilors.
Ulep said it would also have to be decided if barangays that attained the quorum for the SK seats or those with at least four SK councilors would still need special elections or presidential appointment to complete the seven seats.
