THE Department of Interior and Local Government (DILG) is searching for innovative ideas to address development challenges.
Dubbed as "Panibagong Paraan 2008," winners of the project grant competition should be given up to P1-million to put their innovative ideas into action.
As the theme states "Building Partnership for Effective Local Governance," the contest has been opened for projects to improve citizens’ quality of life with local government. It is emphasized that the project builds and utilizes multi-stakeholder partnerships to improve transparency and accountability in governance; broaden and improve quality of citizen participation in governance; strengthen collaboration among stakeholders and; improve responsiveness and efficiency of public services.
Local academic and research institutions, civil society organizations, with other government agencies, local government units, other private companies as co-proponents, may submit their proposals on or before 5 p.m. of December 22 through e-mail to dimp@worldbank.org cc: dimp2008_wb@yahoo.com or through courier/mail/hand delivery, Panibagong Paraan 2008 Secretariat, 23rd Floor, The Taipan Place, F. Ortigas, Jr. Road, Ortigas Center, Pasig City.

The concept paper should contain a maximum of five pages excluding attachments with the name of organization and contact details, as well as the name of the partner LGU, if any. The submitted documents should contain the project title and category, project implementation sites and duration. Indicative budget should be included, as with the considerations for demographic profile, socio-economic profile including poverty and poverty groups, political situation, class of the municipality/province and other important data.
Other considerations of the proposal would include development results, innovation, summary, partnership-building, gender-responsiveness, sustainability and replicability.
Attachments to the contest document would be the Securities and Exchange Commission (SEC) registration, Cooperatives Development Authority, or any other proof of existence issued by a government body; list of officers; resolution from the board endorsing the entry for submission; brief description of the organizational mandate and experience in activities pertaining to local governance.
