FOUR years ago, two volunteers of an anti-graft group, the Council for Restoration of Filipino Values became the subject of a complaint by an employee of the City Treasurer's Office for alleged harassment and usurpation of authority.
A public apology was later issued by these volunteers but to avoid another incident, the committee on human rights, justice, public protection, peace and order and safety recommended all non-government organizations (NGOs) has to be accredited by the City Council first before they conduct any activity.
The committee stressed accreditation of NGOs goes under strict scrutiny by the council. Likewise, it was recommended for the city to re-launch the "Mamamayan Muna, Hindi Mamaya Na," program of the Civil Service Commission.
Also in accordance with plans of improving government service, reviving the Bilis Aksyon program, which would afford ordinary citizens the opportunity to ventilate their complaints against discourteous, lazy, indifferent and unresponsive employees.
Among other complaints, which can be filed against erring government employees are violations of the Anti-Graft and Corrupt Practices Act and the Code of Conduct and Ethical Standards of Government Officials.
