Tuesday, March 11, 2008 Councilor wants re-study of 2-ride system
WITH the recent approval of the City Council of the suggestion to bar all colorum vehicles from entering the city, Councilor Perlita Chan-Rondez said this might be the time to re-study the possibility of a two-ride system.
"Let us study the wisdom of the system," Rondez suggested, as she affirmed observation that traffic congestion may be attributed to the increasing number of motor vehicles particularly public utility vehicles (PUVs), whose franchises may have been fraudulently issued.
Last week, Councilor Richard Cariño assailed the Land Transportation Franchising and Regulatory Board (LTFRB) for "lifting" the moratorium on franchise approval, without consulting the council.
December last year, the LTFRB approved a new developmental route of 15 units each for the Mangga and Gold Creek lines in Itogon, Benguet.
On the other hand, the council decided to ask Transportation and Communication Secretary Leandro Mendoza to issue a new memorandum circular imposing a moratorium on the issuance of new certificate of public conveyance (CPC) touching or entering Baguio, revoke all illegally issued CPC, nullify the 15 new franchises, cancel the award of parking spaces by barangay councils, and refer to the Office of the Ombudsman for investigation into possible violation of Republic Act (RA) 3019 or the Anti Graft and Corrupt Practices Act.
The council also reiterated the implementation of the ordinance for all vehicles with legally issued CPC. It said color-coded and pre-numbered stickers bearing the City Government's seal and signatures of the Regional Office of Transportation and Communication, and the mayor must be issued. (RO)
