He suggested that instead of designating a common collection area for garbage in the barangays, the City Environment and Parks Management Office (Cepmo) should do the rounds in every household and collect garbage.
Fernando said having a common collection point does not allow Cepmo to monitor which household complies with segregation for they just dump their garbage in collection points.
Collection points attract pests and stray animals that scatter garbage. This makes it more difficult for collectors to clean litter scattered all over the road, he said.
"This scheme identifies the demarcation between complying and non-complying households," Fernando said, adding that what was done in Marikina was for the City Government to do a regular clean-up.
Recycling or segregation was not imposed then. "Let the people live in a clean environment first, until having a clean environment becomes part of their system," Fernando said.
