AN "ABUSIVE" jail guard who was the subject of complaints by visitors and detainees at the Baguio City Jail (BCJ) was transferred to the Bucay District Jail in Abra last week.
BCJ warden Miguel Kawi said the transfer, which took effect on June 16, was an "indirect" administrative reprimand meted on Jail Officer 1 Jorge Ticada.
"He (Ticada) bullies and extorts from us, maliciously holds the hands and forcibly gets the cellular phone numbers of our good-looking female visitors, and even pilfers some of the food which our visitors bring us," said one of the detainees, who asked not to be named.
The detainee even disclosed that as a result of the jail guard's "unprofessional conduct," the BCJ mayors signed a joint complaint and submitted this to Kawi on June 9.
The detainee explained the BCJ mayors came up with this complaint after receiving reports not only from their fellow inmates but also from their female visitors.
According to Kawi, they transferred Ticada to the Bucay District Jail in Abra since there are very few detainees there. He said the transfer would be a chance for the jail guard to "reform" himself.
The Bureau of Jail Management and Penology (BJMP) regional office in the Cordillera is investigating the complaints against Ticada.
