Misor, Bukidnon push bypass road project By Rubelyn Yap
THE Provincial Governments of Misamis Oriental and Bukidnon and the municipal governments of Manolo Fortich and Tagoloan are pushing for the construction of the Misamis Oriental--Bukidnon bypass road.
The proposal was tackled during the meeting of the infrastructure monitoring and advisory group (IMAG) for the Mindanao container terminal port (MCTP) project.
The project which costs P300 million covers a length of 25 kilometers along the Philippine Veterans Development Corp. (Phividec)-Alae road.
Proponents said the road project would facilitate the easy transportation of cargoes from southern Mindanao to the MCTP in Tagoloan town.
However during the IMAG meeting Engr. Antonio Aguinot of the Department of Public Works and Highways (DPWH-10) said while they already have a feasibility study on the project, budget constraints block its implementation.
Because of this, the DPWH asked Bukidnon First Dist. Rep. Neures Acosta for financial assistance. In response the lawmaker said he will allocate P10-15 million in funds from his discretionary funds for the project.
Aguinot explained that since the international cargo seaport will soon be operational at the Phividec industrial estate, cargoes to and from Bukidnon will have minimal turnaround time.
This, he said, would soon be translated into increased efficiency once the bypass road will be implemented.
Volume
The DPWH officer said cargoes to and from Cotabato, Lanao and Davao may also take this route if the origin and or destination of their products is in Manila or the northern part of the country including Cebu.
Aguinot said the transfer of the cargo port would to a great extent reduce traffic volume in Cagayan de Oro city and thus relieve pressure on government to set up more infrastructure and facilities to resolve congestion.
He said economic development could be accelerated for Cagayan de Oro, Misamis Oriental and Bukidnon if the bypass road that connects Alae, Manolo Fortich, Bukidnon and the Phividec industrial estate in Tagoloan, Misamis Oriental will be constructed.
He added that the bypass road would free the Alae, Manolo Fortich to Bugo, Cagayan de Oro city areas from cargo laden vehicles.
Aguinot said it can also be used for commercial and residential purposes similar to that of Lumbia, Cagayan de Oro city and open new areas for non-polluting industries that cannot be accomodated by Phividec.
It is estimated that by the year 2005, Phividec will run out of areas for its locator.
Aguinot explained that since Phividec cannot expand towards the sea, to the east and to the west towards Cagayan de Oro City the most viable option is to expand down south towards Manolo Fortich, Bukidnon where the bypass road is located.
New industries and the influx of foreign exchange are expected to flourish along that portion of the road.
Misamis Oriental Gov. Antonio Calingin said with the proposal investors, farmers, and traders/businessmen can benefit from it.
The project will start at Barangay Gracia, Tagoloan junction Iligan-Cagayan de Oro-Butuan road, going south, southwest passing barangay Mantibugao, west to connect Sayre Highway at Brgy. Alae of Manolo Fortich, Bukidnon.
Aguinot said the project will involve a new construction of about 23.0 kilometers of road, the entire stretch of which would be paved with concrete in keeping with national road standards. |
