CIDG 10, Manila cops rescue kid, snare kidnappers
By Lizanilla J. Amarga

TWO kidnappers from Manila were arrested Friday here in Cagayan de Oro, police said Tuesday while their two-year-old victim was safely rescued during their operation.

Crime Investigation and Detection Group (CIDG) operatives from the National Capital Region (NCR) and personnel from CIDG-Region 10 arrested Jaime Disumangcop a.k.a. "Mahar" and Kamar Shariff a.k.a. "Ustad" here last Friday.

"Na-entrap ra nila (The CIDG-NCR and Region 10 were able to entrap the suspects)," said CIDG-10 SPO2 Jose Arlo Figuroa.

Sun.Star Cagayan de Oro called up Department of Interior and Local Government Sec. Joey Lina for his reaction and further comment but he said he has yet to be informed on this latest development.

"I-check ko muna sa ating (I will have to check on this with our) CIDG," Lina said in a telephone interview.

Meanwhile, Figuroa said the victim was Jeremiah Dandan, who was kidnapped in Manila last January. He was taken in safe last Friday during the entrapment operation.

CIDG records revealed that Disumangcop is 25 year old single and a resident of #820 Globo de Oro Quiapo, Manila while Shariff is 41 years old from Marawi City.

Over radio station dxIF, Figuroa said the suspects were Muslims but their records don't reveal as to the specific tribe named they belonged to.

He said there was no illegal drugs nor firearm recorded to have been confiscated from the two suspects.

According to Figuroa, the kidnap victim who is listed as a resident of Manila was reportedly kidnapped sometime this January.

He said the parents of Dandan asked for help from the CIDG-NCR who monitored and followed the two suspects to this city.

The ransom payment in exchange for Dandan's release was set late afternoon Friday in this city somewhere near VIP Hotel, Velez Street.

"Negotiate sila na ang pay-off diri sa Cagayan de Oro City (Their negotiation included an agreement that the pay-off of the ransom was to be made here in Cagayan de Oro City)," he said.

There was no record as to how much the ransom amount is. Figuroa said it was when money changed hands that the CIDG joint team nabbed the suspects and recovered the victim safely at 5:30 p.m.

The suspects were detained at the CIDG-10 office overnight while the kidnap victim was in the custody of CIDG-NCR.

They were all flown to Manila last July 5, Saturday. Dandan's parents met their son at Manila airport that day.

The CIDG-NCR filed a case against Disumangcop and Shariff this week in Manila.
