Council wants review of ATO-firm contract By Stephen Capillas
THE City Council issued a resolution Monday calling on the Department of Transportation and Communications (DOTC) to review the contract signed between the regional office of the Air Transportation Office (ATO) and Jaehd Management Services Inc.
The resolution also voiced its objection against the contract that was approved in spite a contract for taxi concessions signed by the ATO and the Cagayan de Oro Multi-Purpose Cooperative (Camutransco) for concession of taxi services at the Lumbia airport.
The council will also invite to a hearing ATO Regional Manager Agnes Udang and Camutransco representatives in order to help shed light into the situation.
During the session Councilor Simeon Licayan said the council needs to strengthen its resolution by calling on the central DOTC office and other concerned agencies to resolve this matter immediately.
"As far as I know taxi services had been available in the Lumbia airport since the 60s and if this group had been operating since then it would be grossly unfair if they were denied their taxi concessions," he said.
Councilor Maryanne Enteria voiced her agreement saying the council should invite ATO regional chief Agnes Udang to explain the agency's side on this matter.
Later, Councilor Edgar Cabanlas recounted that he was approached by Mayor Vicente Emano about this problem and explained that the contract supposedly entered into between Jaehd and ATO may cover more than taxi services.
"From what I heard this would also expand to even food concessions operating in Lumbia airport. That's why there is an urgency to resolve this matter...they are afraid that they may wake up and they will no longer service the area," he said.
Cabanlas said the council's primary response should be to voice their objection to the reported contract and their concrete action would be to hold a hearing and then draft a resolution on the case.
Aside from this, Councilor Juan Sia also called on the council to investigate reports that some taxis are said to be charging a P30 flagdown rate for passengers heading to the airport.
Earlier Camutransco representatives alleged that the Jaehd group is supposedly owned by a retired army general and a former ATO regional officer.
