Capillas: About Cepalco By Stephen Capillas The Lowdown
JUDGING from the verbal beatings they received in last Monday's City Council session officials of the Cagayan de Oro Power and Light Co. (Cepalco) should get their act together and explain to the people why they are charging this and that component on their power bills when they had little or no reason to.
Amid the furor raised over the City Hall transfer and sale of properties one has to raise this issue even if there are suspicions from cynics that the city government is using Cepalco as a "punching bag" to shift public attention from issues critical of them and earn bonus brownie points in the process.
The Cepalco issue also assumes significance when one observes that the power crisis had become a source of major concern in the national scene. And there is of course a power forum would be held this afternoon at the City Central School that would tackle the "Cepalco problem."
Aside from this we realize with loads of chagrin of course that we have to pay for Napocor's mounting debt one way or another but paying for Minergy when Cepalco hardly uses it and it had recovered its investments more than four-fold?
As the wrestler-actor Duane "The Rock" Johnson would say that's a lot of monkey crap.
Speaking of which it had been said that Cabinet officials either in the US or in this country who are lobbying for an increase in the budgets of their respective agencies usually present their most personable--read: physically attractive and articulate whichever order you prefer it--in order to disarm and soften up identified and adamant critics in Congress.
That's the reality in this consumerist society, which places a premium on looks. And not to take anything away from or being mean to him but in this light Cepalco officials should have at least provided an alternative and knowledgeable resource person other than Engr. David Tauli Sr.--who admittedly looks like David Carradine of the "Revenge of the Nerds" film--to represent them in last Monday afternoon's hearing.
Maybe the City Council would have shown prior restraint--at least the male members that is--if the utility firm also chose to field their personable customers relations officer Marilyn Chavez as well.
Then again the issues surrounding Cepalco's deal with Minergy are too serious that no amount of PR or army of public relations people would shield them from public outrage and criticism.
