Customs bureau 10 target collection increased by 28 percent

* Mangaoang confident on surpassing target

THE Bureau of Customs Cagayan de Oro Collection District (BOC) 10 target collection for 2005 have been increased to P1.570 billion or a 28 percent increase as against the 2004 target collection of only P1.225 billion.

This came as BOC-10 eyes an excess of the P1.570 billion target by at least P400 million to qualify for a 15 percent rewards under the Lateral Attrition Act.

In an interview with Sun.Star Cagayan de Oro, BOC-10 chief Attorney Lourdes Mangaoang said their district is "very confident" that they will not only meet the target but will surpass it.

"The district's rank and file is confident that it will be able to exceed its annual target and hence, will reap its reward pursuant to the Lateral Attrition Act," she said.

Already, BOC-10 actual collection for January to March 2005 amounted to P450,822,337 as against the first quarter target of P340,243,000. This means a surplus of the quarterly target by P110,579,337 or 33 percent.

When compared to last year's performance for the same period, the collection performance for First Quarter 2005 improved by P151,782,993 or 51 percent.

Mangaoang said they could easily maintain this excess of around P100 million per quarter this year.

"The January to March are lean months but already we have an excess of around P110 million," she said.

She added that a conservative computation of getting an excess of at least P100 million per quarter, even during peak season months, would mean at least P400 million surplus of actual collection for this year.

Mangaoang said this would them make them eligible to reap rewards of 15 percent of the excess under the Lateral Attrition Act.

"This is why I keep on telling my people not to commit graft and corruption as they can still reap rewards through this Lateral Attrition Act unya legal pa kaysa mangurakot sila (and its all legal than committing such graft and corruption)," Mangaoang said.

The Lateral Attrition Act provides that the attritable employees of the Bureau of Customs shall be removed from their positions if they fail to meet their collection targets.

Also, the same law mandates that those who exceed shall be rewarded with 15 percent of the amount collected in excess of the target.

Earlier, the District reported a collection of P121,399,474 for January 2005 or a 29 percent increase to its January 2004 collection of P94,295,005. It is also exceeded the January 2005 target collection of P108,836,000 by 12 percent.

Also, the District reported a collection of P136,858,505 last February 2005 or a 36 percent increase to its February 2004 collection of P100,592,277. It supassed the February 2005 target collection of P104,890,000 by 31 percent.

"The District's positive performance can be attributed to the increase in the volume and value of importations, decrease in the level of graft and corruption and streamlining of procedures in the release of imported goods," Mangaoang said.

She also announced that the Bureau of Customs Office of Cagayan de Oro is now open to the transacting public from 7:00 in the morning until 7:00 in teh evening from Monday to Friday with no noon break.
