Editorial: City Hall sale

IT HAD been lying in the doldrums for sometime so documents last week showing that the parcel of land occupied by the Executive House is supposed to belong to the Cagayan de Oro Archdiocese comes as a surprise to not a few people.

Not surprising though is the fact that it was disclosed by lone opposition Councilor Zaldy Ocon in his program "Koskos Batikos" over at Radio Mindanao Network (RMN)-dxCC, Ocon being one of those figures opposing the City Hall transfer and sale.

At the heart of the argument is the judicial lot title, which would prove that the Church does indeed own the property and that it could in essence drive out the occupants in that property that in this case is the mayor himself (?) and his employees.

Which again would stop the moves of the city government to sell that lot for a princely sum. The basis of this development is the cadastral survey that was completed by the regional office of the Department of Environment and Natural Resources (DENR) completed last February.

So how would this stack up on the moves by City Hall to pursue its transfer and sale of properties? Earlier former Mayor Pablo Magtajas said the City Government cannot sell the buildings of the City Engineering Office because it was a donation by a foreign government.

And now this disclosure of the Church possibly owning a part of the property now being occupied by the mayor's office. Which brings us to the question of whether Mayor Vicente Emano's people had informed him about this case when the Executive House was built.

We don't know whether these reports have reached the mayor's ears and if so whether it would affect their plans or not. But if his previous stance in pushing through with the Balulang Taguanao road and cargo bridge project is any indication, only a court action filed by oppositors-or if the cadastral survey by the DENR proves it, the Church-can stop the mayor from doing this.

We have heard reports that the city government is determined to push through with its transfer and sale of the properties in the City Hall site which is supposed to commence sometime later this year. Now what other snags would hit these plans only time will tell.
