Adaza: Cepalco bills and talent exodus By Guerrero A. Adaza My Viewpoints
MY wife received a detail of billing from Cepalco yesterday afternoon for our electricity consumption in our residence for the month of April which totaled P8,616.45.
I went over the details of billing and the generation charge listed is P4,631.87. Who determines this?
And why that big, when in our household we only have 4 units of air conditioners? The transmission charge is P1,331.81. How was this arrived at?
The distribution charge is P1,431.25. What is the basis of this? And a charge of metering system charge for P414.34. Does this mean that Cepalco every month will bill the consumers for this? What does this mean?
And then there is this equalization of taxes and royalties, which is P228.83.
Does this mean that the electric company would let the consumer pay for the taxes that it pays to the government? And that Cepalco gets huge profits while the consumers are over burdened for it merely passes on to the consumers their expenses.

These are a number of questions which Cepalco officials should answer the public. And the meter readers of Cepalco, how do we know that they read the meter correctly?
Is there a way to correct the reading if mistakes are committed by the Cepalco meter reader? Times are hard and Cepalco should be very much aware of this.
It should accordingly inform the consuming public why these so many charges are imposed upon the consumers' electricity consumption.
If Cepalco is a friendly electricity supplier it should launch an information campaign about why it charges the consumers that much despite the difficult times.
I remembered when I was a high school student in our City, when the residents boycotted Cepalco by putting off the lights in the residences in the City and in the process drove home the message that it can paralyze Cepalco's operations if it does not respond to the clamor of the consumers that their burdens be not made more heavy by the unexplained impositions by Cepalco to the consumers billings.

The guns for hire business must be lucrative, for the unsolved murders are seemingly done by professional assassins who probably are hired for a few thousand pesos to snuff out the lives of media personalities, lawyers and even politicians.
Life is so cheap for even if one is at home, it no longer guarantees that a murderer will not intrude into ones abode even in broad daylight.
The police authorities must leave no stone unturned to catch these assassins. For if they are left unarrested, then the public will lose faith in the capability of the authorities to catch a felon.
If this perception becomes a fact then our country's peace and order situation will surely deteriorate and a breakdown of law and order will ensue.

He was my associate in the law office for five years. He definitely is talented, dynamic and creative. He is a capable organizer, whether on sporting events or a civic undertaking.
This young lawyer definitely had a secured future in the country. He had three kids, an empowered wife who is self-reliant and an achiever too.
Allan Abellanosa and his wife Heartie with their kids left the country for Ontario, Canada two days ago, to settle in that land hoping that their dreams for their children will be brought to fruition.
The instability in our country is too obvious to be just ignored.
If professionals like Allan and Heartie who are financially secured in our country, leave for good our country, certainly our government should begin to take stock of this exodus and what it should do to stop the out flow of talented citizens to foreign shores.

President Arroyo should direct her cabinet members to be in the mainstream of where the heart beat of the nation -- the market places, the bus and airport terminals, and the wharves.
In these crowded places you really would know the lamentations, gripes and expectations of the people. Can the seeming hopelessness of the situation be saved?
Yes I think so. If the President is given the true picture of what the country is today, correct solutions can be provided.
The President must act as a sincere and real leader not just a cheap politician. She must rally the people to her cause.
She must be determined in her fight against corruption. She must see the urgency of the situation now, for tomorrow might be too late.

The President must direct her cabinet members who are her field commanders to be really where the action is and that is in the cities and provinces outside of Metro Manila where they can monitor what is really happening in the country as well as the mood of the people and to give to her the undiluted happenings of the places where the cabinet members will stay for at least a week and travel around the region, talk to the leaders of the consequential sectors and feed to the President the truth of the matter.
How can really the President know the real condition of its country and people when her own cabinet members stay only for a few hours in the capital city of the region to be lionized by their underlings.
