'Blast' rocks Capitol, alarms folks By Lizanilla J. Amarga
SEVERAL people were caught by surprise Tuesday when a major explosion rocked the Misamis Oriental Provincial Capitol building.
The blast was so loud that even Misamis Oriental Governor Oscar Moreno who was already informed that there would be a bomb drill in the building admitted to being caught by surprise.
"Mismo ako nga kabalo nako nakurat paman gani ko (Even I who was already informed of the drill was startled)," he said.
The drill included not only checking the responsiveness of the Provincial Disaster and Crisis Management Coordinating Council of Misamis Oriental (PDCMCC-MisOr) during actual bomb blasts, but also during fire safety and hostage-taking situations.
There were also four people who played the role of victims even sporting some artificial injuries while there were others who acted as the hostages, hostage-taker and hostage-negotiator.
The PDCMCC-MisOr was led by the governor's executive assistant, Teddy Sabuga-a, in coordination with the Office of Civil Defense.
There were representatives from the 4th Infantry Division. Misamis Oriental provincial police chief Superintendent Lyndel Desquitado was also there.
Also, Philippine Red Cross, Bureau of Fire and Protection 10, Department of Health, Northern Mindanao Medical Center, and even Philippines 2000 led by Michael Bustamante of dxIF Bombo Radyo Philippines, among others.
Moreno lauded Sabuga-a and those who helped in the drill Tuesday.
He said this has tested the readiness of the Provincial Capitol and its employees in the event of any attack.
"This is a reminder for us always to be on alert for any eventuality," he said.
