Modernizing the Agusan del Sur Information Systems for taxation and other purposes are the Priority Projects for better and effective governance under the administration of Governor Adolph Edward G. Plaza.

The Advanced Science and Technology Institute (Asti) with funding support from the Department of Science and Technology (Dost) initiated the development of the Philippines Research, Education and Government Information Network (Preginet) which is expected to improve the S&T infrastructure of the country.

The Preginet project seeks to interconnect government offices, academic institutions, and the Research & Development centers as major network partners.

The Preginet has taken its course in facilitating the interchange of research information and application related to distance education, telemedicine, bioinformatics, agriculture and other Research & Development.

The network serves as a flatbed for next generation research by connecting thru Apan (Asia Pacific Advanced Network) Stratap (Science, Technology and Research Transit Access Point) and AI3 (Asian Internet Access Point).

The projects were made to develop and adapt networking technologies, these include video conferencing and video streaming, standard-based Digital Library and Virtual Learning Environment.

The Preginet installation and configuration endeavor was headed by the team of Joselito Layno and Mark Mijares both from Asti, and Ric Varela and Joel Grana of Dost.

The network takes advantage of existing telecommunications infrastructure with the use of Telecommunications Office (Telof) and Department of Transportation and Communications (DOTC) to allow transmission links.

In the year 2005, the ITU technical personnel headed by Engr. Ryan Cotapte, ITO II installed the wireless network in two buildings, the D.O.P Memorial Hospital and the Agusan de Sur School of Arts and Trade.
