Editorial: Lack of discipline

AS THE Christmas celebration died down last Sunday we saw for ourselves how the city government had failed to really implement the designation of vendors inside the Cogon and Carmen public markets.

This was evident last Saturday when the vendors were located outside the market premises hawking their wares to a harried and tired public who had either been struggling to find the right gifts or simply want to go home.

Last time we heard Mayor Vicente Emano saying that the Cogon and Carmen markets would help relocate all vendors--as in all vendors--inside the building premises. By this we do understand that they will stay inside no matter what the season is.

That however wasn't the case last Saturday when the vendors contributed to the traffic congestion by relocating outside the market premises and brazenly selling their products never mind if this would disrupt traffic flow or disturb the commuters.

That was the major cause of traffic congestion in the two days leading up to Christmas and somehow despite all their planning the city police most especially the Roads and Traffic Administration (RTA) failed to have these vendors inside the market premises.

We understand of course the need for vendors to sell their wares prior to or at the stroke of midnight of December 24 but allowing them to sell their products while sacrificing the convenience of the riding public is most unfair.

Having seen their fellow vendors manage to sell their wares outside the market buildings it won't be long before the other vendors get the bright idea and begin complaining and demanding to sell outside the market premises.

With barely a week to go before we usher in the New Year the city police should especially re-assess their traffic scheme and include barring vendors from selling their wares outside the market premises.

Otherwise the total lack of discipline on the part of the vendors would cause the whole traffic scheme to go to the dogs--most fitting because 2006 is the Year of the Dog.

In this regard the city government had no one to blame but themselves for allowing this situation to come to pass. This shouldn't be allowed to happen and people--in this case the vendors--should follow the law and learn self-discipline not only for themselves but for the benefit of others as well.
