Transport office hastens lot acquisition for airport

SOME 292.84 hectares of land have been acquired by the Department of Transportation and Communications (DOTC) through the Air Transportation Office (ATO) from private landowners for the construction of the Laguindingan Airport Development Project (LADP) in Moog, Laguindingan, Misamis Oriental.

"This area now acquired by ATO represents 71.06 percent of the total 412.08 hectares of land required for the LADP," Engineer Roy G. Gamosa, project manager, said.

In particular, the acquisition include the 88.44 hectares that Ayala Corp. has donated per deed of donation signed on May 1997 and the 204.40 hectares of individually-owned lots that were already paid for as well as those whose payment are still being processed.

He said this also means that of Ayala property's 182.48 hectares affected by LADP, there are still 94.04 hectares left for expropriation.

Gamosa said their "Complaint for Expropriation" prepared by the Office of the Solicitor General is under review by the assistant secretary for Administrative and Legal Affairs of DOTC, prior to signing or verification by the secretary.

It was learned that the affected lot owners of the proposed access road submitted a collective position paper declaring their counter-offer to DOTC's offer to purchase the affected lots. The Site Acquisition Committee is evaluating the counter-offer.

Gamosa said based on the revised contract cost, the construction of the temporary perimeter fence (TPF) of the LADP property is now 74.69 percent complete.

Technical plan

The construction includes the clearing and grubbing of 32,070 square meters of land area, excavation and footing of 5,345 holes, fabrication of 6,000 pieces and installation of 4,283 concrete posts and steel works.

Construction of the TPF, however, was suspended last May 2005, pending the outcome of the expropriation proceedings. The remaining alignment to be fenced is the Ayala properties that are subject for expropriation.

Out of 302 acquired lots, the Laguindingan Municipal Assessors Office has forwarded 189 transferred documents, such as 73 titles and 116 tax declarations in the name of DOTC-ATO.

"Preparations are ongoing for the technical plan and lot descriptions for application and approval by the Department of Environment and Natural Resources-Land Management Bureau (DENR-LMB) in Northern Mindanao," Gamosa said.

Meanwhile, President Gloria Macapagal-Arroyo has directed Environment Secretary Mike Defensor to reclassify Barangay Tubajon fronting Moog, where the LADP is located, into an agri-fishing land from its present classification of timberland.

During her visit to the area for the capsule laying ceremony where she viewed a scale model of the LADP, the President called the attention of Defensor, who was with her party, to the view from Moog overlooking Tubajon.

"I see no timbers there. What I see is a very good area for agriculture and fishing. Let us relocate the remaining 100 families who are still inside the LADP property in Tubajon where they can continue to go about their livelihood," she said.

The President then directed the Department of Budget and Management (DBM) to allocate P10 million for the relocation of the families to be taken out from the P500 million released for the LADP, this first quarter of 2006.

Among those who accompanied her to the LADP site was Ambassador Hong Jong-Ki of South Korea, who represented two of LADP's funding agencies -- the Korea Economic Development Cooperation Fund and the South Korean Export-Import Bank. (Trends)
