Capillas: Groundbreaking finally By Stephen Capillas The Lowdown
THAT was quite a mouthful said by Mayor Vicente Emano last week concerning the so-called renewal of contract between the National Government and the Korean government on the long-delayed, dust-filled Laguindingan International airport.
In local reports, the mayor said he wasn't informed that the loan package intended for the project had been renewed since it had expired last Wednesday.
But Palace sources said the loan package contract wasn't supposed to expire until Friday last week. And they pointed to the presence of President Gloria Macapagal-Arroyo and the Korean ambassador as proof for the continued support of the international airport project, which is now projected to be complete sometime in 2009.
Which is as it should be. Clearly Arroyo wanted to see the project throughout its duration since she is aiming to finish her term by 2010. Whether that was coincidence or not we have yet to know.
Clearly his gripe was that he wasn't given the courtesy of information by the Palace higher-ups after all the hard work he poured in to negotiate for the international airport project only to see it delayed by a few more years due to a change in the political climate.
While a certain "pagmahay" may be afforded Emano he is a big boy and should realize by now that the wheels of the national government machinery don't swivel and turn as fast as the local government units would want them to.
Thus it would take several administrations before one major project like the Laguindingan international airport project even sees the light of day. Painful reality but true in this overly bureaucratic taped government of ours.
While us ordinary citizens complain and struggle through our ordinary existence people whose butts are so far up the power structure continue to bicker and play politics thus delaying their work for us Filipinos.
At least with this groundbreaking we could only hope that finally the work for the project had begun in earnest. And that government is finally realizing how important this airport is to our economy.
