Provincial Board moves to declare housing for employees

THE necessary legislative measures relative to the granting of 122 socialized housing units for Misamis Oriental provincial employees were deferred last Monday.

Two resolutions were pushed at the Provincial Board by the committee on public works, infrastructure, housing, urban development and utilization headed by Board member Jimmy Caiña.

This includes declaring the property of the province located in Lumbia, Cagayan de Oro city, known as Lot No. 21345, as the Socialized Housing Project Site for the Provincial Government Employees of Misamis Oriental.

Another resolution was also set to be approve this time requesting President Gloria Macapagal-Arroyo for a presidential proclamation declaring the property as such.

Caiña said the Provincial Government is now in the process of accomplishing the various documentary requirements and other preparatory activities for the proposed housing project.

"This include the plans and designs and the corresponding costing of the housing project," he said.

He added that Misamis Oriental Governor Oscar Moreno requested the board for the approval of these resolutions.

Caiña then moved that their rules be lifted to allow project consultant Cynthia Abanil to defend and give details on the project.

Abanil said the housing project spanning some 2.8 hectares would mean distributing 122 lots to qualified provincial employees while 44 lots would be for the illegal settlers in the area.

She then quoted the Urban Development Housing Act as stipulating that a relocation site, be given to informal settlers or squatters.

She added that there were actually 80 squatters in the area but because some came later than the cut-off date.

According to Abanil, the National Housing Authority is coordinating with the Provincial Government and that Moreno has created the Provincial Housing Board to assist in the realization of the project including the screening of who among the provincial employees would qualify as a beneficiary under this program.

During the session Wednesday, board members Norris Babiera, Oliver Actub, Henry Clyde Abbott, and Francisco Bade, among others raised questions regarding the project.

Vice Governor Julio Uy even called for a one-minute recess and when the session resumed it was agreed to defer the twin-resolutions.

Uy said the twin-resolutions hit a snag when it encompassed several subjects in only two resolutions.

The declaration of the Socialized Housing Project Site for the Provincial Government Employees of Misamis Oriental and the request for presidential proclamation, granting of 122 lots to provincial employees and another as granting of the 44 lot units to squatters.

"We also need to approve the criteria for chosing who among the provincial employees are qualified to be considered as beneficiary of this housing project," he said.
