P7.9-billion dike project for completion in '06 By Ben Serrano Caraga Correspondent
BUTUAN CITY -- The Japan Bank for International Cooperation (JBIC)-funded Lower Agusan development project of the Cotabato-Agusan River Bank Development Program is to be completed before end of this year.
Its two components, particularly the 415 low cost housing and improvement of the Banza River, have been already completed since last year.
Major Flood Control and Drainage Project Cluster II Director Philip Meñez said private contractors of the project are expediting the completion of the Infrastructure Development/Water Resources/Flood Control and Mitigation project, which stands to benefit 400,000 residents of Butuan and nearby towns of the Agusan provinces.
The project ranked number one by the Department of Public Works and Highways Standards and Systems Bureau in terms of quality and accomplishment percentage, topping all other major flood control projects nationwide.
Meñez is also behind other major flood control projects in the country that include another JBIC funded mega project Laoag River Basin Flood Control and Sabo Dam projects.
The Lower Agusan Development Project (LADP) Stage 1, Phase II involves the construction of levee embankment (14.5 km) including related structures, Magsaysay Viaduct (628 m), improvement of Banza River (6.2 km), and 90 hectares spoil bankyard.
It also encompasses the dredging of the Agusan River, improvement of Masao River, east bank drainage, provision of 415 low-cost housing units, and other land improvement works.
LADP-CARDBP is one of the major flood control projects of the Arroyo administration.
Project Engineer Aurelio Mendoza of the Masao River Improvement and Construction of Urban Drainage System said LADP Package IV, which he heads, is now 98 percent complete.
Mendoza said the project, which involves the improvement of the Masao River and construction of the urban drainage system, is to be finished by the end of this month.
The project completion is aimed at minimizing flooding at Butuan City's thoroughfares, which has been affecting the city since the 1960s.
For his part, LADP Project Manager Rogelio Ang said construction of the Magsaysay Viaduct would be finished by the end of May this year.
The 628 meters viaduct is the only one of its kind in Caraga Region.
