Lugait posts P11.44M surplus in GF, SEF
A SURPLUS of P5,778,971.06 from the General Fund (GF) and P5,669,155.14 from the Special Education Fund (SEF) were posted by the local government unit (LGU) of Lugait, Misamis Oriental last year.
"As a 4th class municipality, we had a total appropriation for the year of P45,711,294.60 from the GF and our total expenditure amounted to only P36,937,719.47. That's how we arrived to the surplus of over P5.7M in GF," Mayor Wellie C. Lim said.
"Likewise, we had available cash from the SEF of P7,293,897.46 and our trust liabilities for the year only amounted to P1,624,742.36, hence the P5.6M surplus in SEF," he also said.
Meanwhile, Lim said the "Lugait Ipatunhay Ug Mahalon" Program 2 was finalized during the year, among the highlights of which was the implementation of the Reorganization Ordinance of Lugait, passed the previous year, calling for the LGU's restructuring of the existing organizational structure and staffing pattern.
"Considering the increasing needs for effective delivery of basic services to our constituents, we came up with the appointment of employees to newly opened positions. There were 119 plantilla positions and 74 of them were filled up during the year," he said.
Ordinances
In areas of local legislation, Lim said, ordinances were enacted on the following major programs: providing 20 percent discount to water consumption of senior citizens, continued support to PhilHealth Makamasa Program giving support to indigents in availing their health care services for free as well as strengthening the "ree coffin" program for indigents and the formulation of the Municipal Environment Code.
The other enacted ordinances were on regulating the manufacture, importation, exploitation, sale, offering for sale, distribution, transfer of any drug or device which is not registered or without license or beyond its expiration or expiry date or without batch certification with the Bureau of Foods and Drugs (BFD).
Also included are regulating the practice of pharmacy, the coral reef project, the conduct of experimental seagrass and coral transplantations and entry to Kaluknayan Caves as well as establishing the Municipal Marine Sanctuary and the Municipal Administrative Code.
On the aspect of reforestation, Lim said Lugait had established five (5) sites for the "Asdang Lasang" Program in Barangays Aya-aya, Upper and Lower Talacogon, Biga, Calagahan and Betahon with the LGU providing P100,000 for site acquisition and planting seedlings of various tree varieties.
Three bridges under the "Tulay ng Pangulo" Program were also constructed in Barangays Aya-aya, Upper Talacogon and Masilakon-Mauswagon while construction of another one is on going at Masilakon 1-Mabini section.
In a related development, Press Secretary Ignacio Bunye said the country's improving fiscal position and increased revenue collection make President Gloria Macapagal-Arroyo's target highly attainable.
"Increased revenues as a result of the revenue generating measures introduced by the President and approved by Congress such as the Expanded Value Added Tax will generate more funds for infrastructure and social services and cut down government borrowings for these projects," Bunye added. (Trends)
