CAGAYAN de Oro Representative Constantino Jaraula is at it again, being one of those leading proponents of a Charter change campaign that, according to an unusually confident House Speaker Jose de Venecia, would be passed in 15 days.
But Jaraula was quick to clarify that de Venecia's quote may have been taken out of context and he projects that the plebiscite be held the earliest at February next year or March at the latest.
Maybe but then again the move won't prosper if the Filipino people have anything to say about it.

Had a talk with Sunnex editor Michelle So regarding Sun.Star Cebu's preparations for its coverage of the upcoming Asean summit and she admitted that doing so would be one major task, since they would practically cover most angles concerning this major international event.
At the time of conversation, the event organizers had yet to issue clearances to local media covering the event, So said, and they have yet to disclose the official itineraries and schedules of the delegates.
It would be interesting to note the events that transpire during this major activity, with interest groups like militants trying to vie for the attention of the delegates in order to highlight their ideological agenda and expose whatever warts and faults this present dispensation is committing against the Filipino people.
Interesting also to note that the local court will rule on the Nicole rape case sometime this week and if the court ruling goes against the victim, trust the militants to make political stock out of this and milk it for whatever it's worth.
With the event days away, it would be useful for other provinces and local government units (LGUs) in the country to see how the Cebu Provincial Government and the Cebu City Government handle this.
For if the event proves to be a major success it won't be long before other major international events be held in other parts of the country especially in Mindanao. Davao is most likely a shoo-in, but it would certainly be a boost if Cagayan de Oro were to be given a chance to host this event.
Speaking of which, Cagayan de Oro is supposed to be one of the sites considered for the international whitewater rafting event. Though a far cry from the Asean, if the City of Golden Friendship were to be chosen as the rafting venue then other major international events may not be far off from the horizon.
