Oro, Harbin ties get boost with trip

CLOSER ties between Cagayan de Oro and Harbin city in China is now evident.

According to reports, Mayor Vicente Emano has been invited to grace the 23rd International Ice and Snow Festival in Harbin, China on January 5 to 8, 2007.

Emano said he is seriously considering the invitation.

"I seriously consider this free invitation to strengthen more our relationship and cooperation between Cagayan de Oro and Harbin," he said.

Harbin is the capital of Heilongjiang Province in northeast China.

It may be recalled that Harbin was one of the cities visited by the mayor and other delegates during a trade mission to China years ago.

The yearly Harbin International Ice and Snow Festival, which begins January, is said to be the largest of its kind in the world. It features ice carvings of thousands of artists.

Meanwhile, legislators are slated to approve on Monday an ordinance providing for rules and regulations governing the joint venture agreement between the City Government and subdivision developers for socialized housing projects in the city.

Based on the Urban Development Housing Act of 1992 (UDHA), developers who undertake any subdivision project should provide a socialized housing component equivalent to 20-percent of the entire project area.

Councilor Cabanlas said the HLURB will be a signatory in their MOA as a witness.

Legislators are also set to approve a proposed ordinance authorizing Emano to enter into a Memorandum of Agreement with the Crown Communities, Inc. here in Cagayan de Oro for the implementation of a joint venture socialized housing project subject to terms and conditions of the law.

The P5.5 million project will involve a socialized housing project in a 13.20 hectare lot.

The committees on subdivision and on laws and rules chaired by Councilors Cabanlas and Maryanne Enteria, respectively, favorably endorsed the approval of the agreement. (Press release)
