Monday, July 30, 2007 BIR launches campaign on receipt complaints
THE Bureau of Internal Revenue (BIR) has launched the electronic "NO Official Receipt (NO-OR)" complaint facility at www.bir.gov.ph or using e-mail address no-or-complaint@bir.gov.ph.
The project aims to provide consumers a permanent medium to report "non-issuers" of OR's, Regional Director Mustapha M. Gandarosa of BIR regional office 16 said.
Included in the coverage of BIR-16 are all provinces and cities of Northern Mindanao plus Lanao de Sur in the Autonomous Region of Muslim Mindanao (Armm).
"The BIR reminds everyone to demand an OR or Sales Invoice (SI), which should be a must, every time they buy or pay for goods and services rendered," Gandarosa said.
Business establishments and professionals should also issue ORs or SIs and those who refuse to do so should be reported immediately to the BIR.
They are also required to display prominently in their business premises the orange BIR stickers reminding customers to "always demand for a receipt."
Meanwhile, Gandarosa said the NO-OR complaint project complements and strengthens the "Premyo sa Resibo (PSR) Raffle Promo" of the BIR.
It assures that business establishments or professionals will be forced to declare their income for tax purposes and serves as a tool for the BIR to check if they are correctly declaring their income.
Likewise, it ensures that the cashier will properly report all amounts received from the customers.
Lawyer Nenette G. Epon, information officer of BIR-16, said any complaints or reports on individual or business establishments not issuing a BIR registered OR or SI are now accepted via the BIR web facility stated above.
Telephone and walk-in complaints are also accepted through various Regional District Offices (RDO) via the Taxpayer Service Section (TSS) or Revenue Regional Office-Taxpayers Assistance Unit (RRO-TAU) through BIR hotline number 0920-910-7871.
The taxpaying public is informed, however, that complainants for walk-in "NO-OR" complaints must execute a sworn statement attesting to the veracity of their complaint, Epon said.
Early this month, the BIR has launched the PSR on a weekly basis to motivate consumers to always ask for an OR whenever they purchase goods or services and help boost the tax collection drive of BIR in plugging billions of pesos in tax leaks due to non-issuance of ORs and misdeclaration of sales.
