Destabilization plot set v. Ouano critic? By Rose O. Verzosa
LABOGON Barangay Captain-elect Damaso Tumulak believes that even before he can assume his post, the Ouano administration is staging a “destabilization campaign” against him.
Human resources management officer Teresita Mangumpit reportedly went to the barangay hall last Friday and announced that their garbage truck driver, three garbage collectors, 28 clean and green workers and day care teacher, who are all City Hall-paid employees detailed in Labogon, will be pulled out effective yesterday.
The employees will be transferred to the reclamation area in preparation for the city’s Charter Day activities next month.

Tumulak said Mangumpit made the announcement upon the order of Mayor Thadeo Ouano’s wife Linda, who heads the City’s clean and green committee.
Mandaue City Mayor Thadeo Ouano admitted that he intends to temporarily reassign some clean and green workers, including those detailed in Labogon, to the reclamation area.
But Ouano said he is not aware of any transfer involving the barangay’s day care teacher.
He denied that the proposed reassignment is politically motivated or meant to weaken the leadership of Tumulak, who is the only barangay captain not allied with his administration.
Besides, Ouano said the reassignment of clean and green personnel will affect not only those detailed in Barangay Labogon but also those in the first and second bridge and other nearby barangays like Looc, Opao, Cambaro, Guizo, Centro and Mantuyong.
He said the City Government is intent on making the city’s first Mantawi festival a success and one of their preparations is to ensure that the whole reclamation area is clean.
“Many do not understand how important is the Mantawi festival. This is our showcase and this is the first time that Mandaue will be holding this. If we cannot impress them now, then we will go down the history that the Mantawi festival is unpleasant,” he said.
Reassignment
Ouano said the proposed reassignment could not even be implemented yet because of the election ban. But as soon as the ban is lifted, Ouano said the personnel will be immediately asked to clean the reclamation area, which will be used for the street dancing festival.
As for the affected barangays, Ouano said the personnel will most likely attend to them once or twice a week, depending on their needs.
Ouano said they still have to finalize their plans, including the need to clean the reclamation without sacrificing the cleanliness of the barangays.
But Tumulak considers the transfer highly suspicious considering the change in Labogon’s leadership.
“Had he implemented it before, nobody would have doubted his motives. That is a destabilization campaign to create more dissatisfaction so that my constituents will rise against me,” he said.
As soon as he assumes his post on Aug. 15, Tumulak said he will write to Ouano and request for the retention of the garbage truck driver, garbage collectors and clean and green workers in Labogon.
“I am not challenging Ouano. I am even extending my hands of cooperation and friendship to him. I will accept his programs and projects in Labogon, provided that these are for the common good,” said Tumulak.
“But if I am pushed to the wall and left without a choice, I will be forced to dump the garbage in the abattoir or in the reclamation,” he added.
