Resignations in PB delay teachers’ pay By Jeanette P. Malinao
TEACHERS hired by the Cebu Provincial Government to handle extension classes are now suffering a delay in the release of their August salary because of the vacancy in the Provincial Board (PB) education committee.
The payroll is ready, but PB Member Joven Mondigo will no longer sign the papers because he was one of those who quit their posts in a show of sympathy to PB Member Orvi Ortega, who was removed from the committee on budget and appropriations.
Vice Gov. John Gregory Osmeña, who was given blanket authority to name committee chairmen and members, has yet to fill the vacant posts.
This is not the first time the teachers failed to get their salaries from the Provincial Government.
During the previous administration, the Commission on Audit also ruled that their salaries could not be charged against the local government units’ Special Education Fund (SEF).
Gov. Pablo Garcia had to take the matter to the Supreme Court, which ruled against the commission’s interpretation of the law.
This time, the teachers will have to wait until the PB members can meet and sort out their political differences.
Because of the lull in the paperwork, three Capitol employees assigned to assist in the affairs of the Local School Board are even taking a leave from work.
The Board members met four days after they resigned last Aug. 12, but nothing concrete came out of the gathering held merely “to assure each other that they can still be “friends.”
Osmeña reportedly decided that they will discuss new committee chairmanships in a couple of weeks, when the political heat has “already died down.”
Osmeña also told reporters that he is still giving Lakas members a chance to reconsider their decision to resign.
Because of the political bickering in the PB, Capitol scholars also have yet to receive their monthly allowances from the Province.
The documents for the allowances have to be signed by the chairman of the committee on budget and appropriations. |
