Flood control wall collapses

HEAVY rains caused the flood control wall at a subdivision in Minglanilla, Cebu to collapse yesterday afternoon.

The residents of Spring-woods Country Homes Subdivision in Minglanilla have been complaining of flooding in the area, blaming the allegedly inadequate drainage system built by the developer of the subdivision.

During the downpour, homeowners’ association pre-sident Antonio Dosado said floodwaters went up almost thigh-high in some parts of the subdivision.

The subdivision residents have raised the matter to the Municipal Government and the Housing and Land Use Regulatory Board.

The officials of Spring-woods homeowners’ association also asked assistance from the Office of the Ombudsman-Visayas on the alleged failure of Minglanilla Mayor Hedwigo Cañada to act, within 15 days, on their petition to revoke the development permit of Arcenas and Sons, the subdivision developer.

They said two months have passed since they submitted a petition to the mayor.

They sent the petition in July and a follow-up letter was sent to the mayor in September.

Officials of the home-owners’ association wanted the locational clearance and development permit of Arcenas and Sons, which is still working on the third phase of Springwoods subdivision, revoked.

The association officials said the first two phases of the subdivision project, completed in 1995 and 1997, do not have an environmental compliance certificate (ECC) from the Environmental Management Bureau.

Earlier, the homeowners’ association filed graft charges against the Minglanilla Council and the local development planning officer for approving the sale of the subdivision house and lot units despite the flooding problem.
