Bridge body to revise Fedex contract By Charmaine Y. Rodriguez
CITING too many “impositions,” the Mactan-Cebu Bridge Management Committee (MCBMC) will revise its contract with Airfreight 2100 Inc. (Fedex) on its commitment to shoulder the lighting expenses of the Marcelo Fernan Bridge.
MCBMC member and National Economic Development Authority 7 Director Romeo Escandor questioned, during a committee meeting at City Hall yesterday, the inclusion in the deed of donation provisions he believes are unnecessary.
Fedex, which pledged to shoulder P90,000 of the bridge’s monthly power consumption, asked the committee, among others, to submit the billings and proofs of payment and a monthly report on the condition of the bridge.
“Why should they look into our billing? Are they our auditor?” Escandor asked.
“The job of the committee is to make sure the donation is used for lighting purposes and to pay the balance of the billing,” he added.

MCBMC chairman and Cebu Gov. Pablo Garcia said that “in fairness” to the donor, the committee can give them copies of the payment receipts.
Engineer Pericles Dakay, private sector representative, and Cebu City Administrator Paul Villarete
agreed to this.
Dakay, however, asked Fedex senior manager Ramiro Madarang Jr. if a status report will suffice and if they trust the committee to “act in good faith” and agree to the deletion of some provisions.
“You should trust us. Otherwise, don’t enter into a contract with us,” Escandor also said.
Madarang said it is “beyond” his authority to agree to any changes to the deed of donation.
However, he told the committee it may come up with its own draft of the contract for Fedex’ legal office to peruse.
He appealed for the committee to reconsider and added that they do not have “bad intentions” for including the provisions.
However, he clarified that Fedex considers the “best interest” of both parties and even announced that he brought with him yesterday the payment for December 2002.
“That proves that Fedex delivers,” the governor said.
