Dads shelve measure on drivers’ use of loose change

LIKE other city ordinances that have not been implemented, a measure punishing taxi drivers who fail to keep loose coins at all times is seen to be shelved if ever the Cebu City Council approves it.

Most councilors have already aired their reservations on the impracticality of the measure, which also seeks to penalize passengers who fail to inform drivers ahead that their money is more than P100.

The body, however, decided to give Councilor Arsenio Pacaña, proponent of the measure, time to take note of the body’s observations.

Another measure

Councilor Jocelyn Pesquera referred to another ordinance and said that she’ll only back Pacaña’s ordinance if she sees that drivers wearing head sets on board are apprehended.

Pesquera pointed out that since the driver will not have all the time to count his money, he’ll surely be apprehended if he has only P75 worth of loose change.

“How can one monitor a driver has enough loose change?” she asked.

Councilor Eugenio Gabuya, for his part, asked if a driver, who delivered the
passenger to a place outside the City, is apprehended if he fails to keep a loose change worth P100.

Pacaña said the ordinance only applies within the jurisdiction of Cebu City.
Both Councilors Gabriel Leyson and Rodrigo Abellanosa support Pacaña’s move.

Abellanosa said the measure assures that the driver will have enough loose change.

“Other countries have loose change. It’s only here in the Philippines that drivers don’t return the change. It’s time to discipline our drivers,” Leyson said.

Vice Mayor Michael Rama reminded the body to pass an ordinance that “is not confiscatory, unjust, unfair and oppressive.”

Blame

“When the time comes that this ordinance becomes problematic, we’ll get the blame. We have to pass an ordinance that could be implemented. However, this ordinance is intended to solve problems of drivers who don’t return change,” he said.

“The problem here is when the driver has to keep giving loose change, he will run out of coins,” said Councilor Vicente Kintanar Jr. in Cebuano.

Pacaña decided to have his proposed measure tabled for a month and asked his colleagues to write down their comments.

Councilor Manuel Legaspi suggested that Pacaña meet the councilors and listen to their views.
