Issues hinder building of Pinoy homes: Creba

THE government has to resolve major issues before it can solve homelessness and the squatting problem in the country, according to an advocacy group.

Florentino Dulalia Jr., president of the Chamber of Real Estate and Builders Associations (Creba), said the resolution of these issues would help meet the 4.5 million and still increasing housing requirements of the Filipinos.

Creba, a 30-year old organization, is the umbrella organization of the country’s real estate and housing industry groups.

In a speech read by Creba-Cebu president Rene Avila during the Ifca Consulting Philippines Inc. first road show at City Sports Club Cebu Tuesday, Dulalia said the government should prioritize the creation of the Department of Housing and Urban Development (DHUD).

“We have seen in the past that a mere coordinating council, the HUDCC (Housing and Urban Development Coordinating Council), cannot deliver,” he said.

Creba has also proposed for Congress to incorporate in one bill the creation of DHUD and related matters such as incorporating all housing funds into one Housing and Urban Development Fund and enlarging the powers of the Housing and Land Use Regulatory Board to include summary ejectment, Dulalia said.

The second major problem the government has to face is the land access issue.

You may have all the funds in the country, but without appropriate land access, housing delivery will not prosper,” he said.

Creba has proposed for government to bring into one land use law the provisions of certain laws that set aside portions of land as urban lands so that conversions clearance from the Department of
Agrarian Reform will no longer be required.

Creba also wanted the government to return to HLURB the power to process and approve subdivision projects. The power has been assumed by the local government units.

Because of this, we are back to having to deal with local government units using one approach, the envelopmental approach,” Dulalia said.

Creba has tied up with Malaysia-based Ifca for the solution provider to provide Creba members with software unique to the needs of the industry.

Ifca products include software solutions addressing mall management concerns, tenancy management, property development and property sales needs.

The company also provides solutions for resorts, hotels and clubs, the retail and distribution industry, the service delivery and automotive industry, and the manufacturing and financial services industries.
