Lack of affidavits stalls probe on relief of 2 cops

THE Regional Intelligence and Investigation Division (RIID) 7 will temporarily set aside the investigation of the two relieved Talisay City policemen until they can submit their affidavits.

Supt. Patrocenio Comendador, RIID 7 investigation branch chief, said they have no basis to start the inquiry because PO2s Noel Villamor and Leopoldo Palconit did not return to Camp Sergio to submit their affidavits.

Their relief was ordered after they reportedly linked a councilor to video carrera operations in Talisay City.

A police investigator already took the statements of Villamor and Palconit last Friday. But they decided that their affidavits be reviewed first by their lawyer.

Since then, they have not gone back to Camp Sergio Osmeña.

“I don’t know if they are still interested to pursue the case. We tried but failed to contact them. Since we have no basis yet to conduct a formal investigation, we have to set aside this in the meantime,” Comendador said.

If they will finally submit their affidavits, Comendador said he will only do the investigation if there is an order from Delfin.

But Comendador hinted that his office may no longer investigate the matter, as the relief of the two policemen has already been docketed in an inquiry by the Office of the Ombudsman-Visayas.

Also, if Villamor and Palconit submit their affidavits, Comendador said he may also forward the documents to the anti-graft office.

Cebu Provincial Police Office Director Maximo Calimlim was also dragged into the controversy for not telling the media as to who really recommended for the relief.

Talisay City Police Chief Pablo Florante Lamosao also refused to comment, saying he will just leave the matter to Calimlim.

In his report to the Police Regional Office 7, Calimlim admitted that it was Talisay City Councilor Arturo Bas who asked that Villamor and Palconit and two other policemen be removed from the Talisay Police Station.
