Micame: Relocate that noisy shop

REACTION. A Consolacon resident called up this corner yesterday to react to an item in this column last Sunday about a noise pollution coming from a steel fabrication shop in Barangay Pulpogan.

The caller who requested anonymity said: “The owners of that steel fabrication shop in Barangay Pulpogan have apparently disregarded the zoning ordinance of the Municipality. I believe the officials of Zorin Construction & Development Corp. did not exactly disclose the nature of their business when they applied for a business permit at the Office of the Municipal Mayor. Planning and treasury officials, probably, thought that Zorin was only establishing a construction office, otherwise, the Municipal Planning and Development Coordinator (MPDC) would not have recommended the processing and approval of the application for business permit or mayor’s permit had the applicants or owners disclosed in their application that they will be doing some steel fabrication work.

In view of the foregoing circumstances, the Municipal Government should order Zorin to suspend their steel fabrication work and relocate the steel fabrication shop to an industrial zone, maybe to the industrial zone of the town, either at Barangay Tayud or Tugbongan.

ENVIRONMENTAL COMPLIANCE. Assuming that Zorin will relocate their steel fabrication shop to an industrial district, it does not mean that they will be free to disturb the peace and quiet of the neighborhood. They still have to apply for an environmental compliance certificate (ECC), attaching therein an environmental impact statement study (EIS). An EIS is a paper or document which describes in detail how the applicant will control pollution. Zorin should comply with the terms and conditions provided in the ECC.

ACTION TAKEN. Mayor Avelino Gungob Sr. has scheduled a dialogue among the protesting Villa Roca residents led by Robert Villonand Jacinto Elegino, and Arturo Remulta, president and general manager of Zorin Construction, at the mayor’s office at the municipal hall at 11 a.m. today.

The Municipal Council committee on environmental protection headed by its chairman, Councilor Aurelio Damole, will conduct a public hearing at the session hall starting at 3 pm. tomorrow. The committee on land use planning and zoning should involve itself in this undertaking because the subject steel fabrication shop is located in a non-conforming zone.

TRAFFIC JAM. The Consolacion annual town fiesta on Oct. 29 this year is still more than five months away. Is it really that far away? Is the Municipal Government ready to cope up with the monstrous traffic jam that will accompany with the celebration?

Motor vehicles at the V & G entrance road up to the intersection at the national highway can hardly move. The V & G entrance road is a very narrow thoroughfare, only about five meters wide. Yet, Consolacion traffic officials can’t do away with its two-way traffic roadway because it’s the only link to and from the national highway of V & G subdivision residents.

DIVERSION ROAD. The only solution to the traffic jam is to construct a diversion road for north-bound vehicles. The Municipal Government should build a road extending the north end of the main V & G subdivision road, then construct a two-lane bridge across Cansaga river, then open a road to the national highway at the southern approach to the Pitogo bridge.

The barangay road from the V & G subdivision to Cansaga river is already existing. As a matter of fact, it’s already concreted. The only problem is the span across Cansaga river. As for the road to be opened from the river up to Pitogo bridge, the Municipality has a bulldozer for the road opening. The municipal officials should act now because time is fast running out.

As soon as the diversion road is completed, north-bound vehicles, upon entering the V & G entrance road fronting the new public market, should be asked to turn right towards V & G subdivision.
