Lahug bry. chief picked best in city

LAHUG Barangay Captain Mary Ann de los Santos was proclaimed yesterday by the Department of Interior and Local Government (DILG) the most outstanding barangay captain in Cebu City.

De los Santos, who is on her second term, bested six other nominees, who are mostly administration allies.

Barangay Captains Neme-sio Pagador (Luz), Rodolfo Estella (Mambaling), Jerry Guardo (Sambag 1), Roberto Cabarrubias (Basak Pardo) and Nieves Narra (Adlaon) who placed second, third, fourth, fifth and sixth, respectively.

Among the nominees, de los Santos had the most number of accomplishments that included infrastructure projects and programs for peace and order, health and sanitation, sports development, education and social services, environmental management, information technology and livelihood.

De los Santos believes it is the practice of delegating power that has made her an “effective leader.”

“What is important is that I made a difference in Barangay Lahug not only in infrastructure development but also in the psychological, social and spiritual growth and well-being of the people,” she said.

Barangay Lahug also won last Sept. 5 the citywide search for the most outstanding Lupon Tagapamayapa.

DILG City Director Patricio Gabuya said the contest started last March while the screening for the best barangay captain began two months ago.

Barangay Lahug, according to de los Santos, received 211 cases from July 2002 to August 2003; she settled 173 of these.

“Only 38 cases were elevated to the lupon and five cases went to court. We really served the purpose of the barangay justice system,” she said.

“It’s a sweep for Barangay Lahug,” said de los Santos said in a phone interview yesterday.

She first served Lahug as barangay councilor in 1994 before she ran for barangay captain in 1997.

When she won the bara-ngay chairmanship, she quit her job as legal assistant in the Borromeo Amores law office.

She got a degree in political science and took up law at the University of San Carlos.
