GMA to ask Winston Garcia to explain side on GSIS issue By Jasmin G. Suma-oy
PRESIDENT Arroyo will only decide the fate of Government Service Insurance System (GSIS) president and general manager Winston Garcia after she hears the Cebuano official’s side.
Arroyo told a press conference in Cebu yesterday that she will call Garcia “so he can explain his side.”
Garcia, son of Gov. Pablo Garcia, is expected to be in Cebu today. He is scheduled to hold a dialogue with some 400 government employees at the Grand Convention Center in Banilad, Cebu City.
Government workers, over the past week, have expressed frustration over the non-payment or underpayment of loans and benefit claims by GSIS, which some sectors said is mismanaged.
Last Wednesday, some 2,000 protesters held a mass action at the GSIS compound on Roxas Blvd. and demanded for Garcia’s ouster.
Garcia had explained that the root cause of the problem is non-remittance of premium contributions, as he disputed their accusation of mismanagement of public funds.
Earlier, Promdi chairman Lito Osmeña defended Garcia, whom he helped install in the high-paying position shortly after Arroyo assumed power in January 2001.
Osmeña said GSIS “has not had a better manager” and that the issues against Garcia are not because of mismanagement.
The Commission on Audit recently said GSIS’ P53.352-million purchase of Juan Luna’s “Parisian Life” and other paintings was “irrelevant.”
