Filing of poll bets’ papers start Nov. 12 By Karen M. Flores
IN TWO weeks, the election period officially begins as the filing of certificates of candidacies for all positions starts.
The Commission on Elections (Comelec) approved Resolution 6388 last Tuesday that set the schedule for the filing of certificates of candidacy for all positions from Nov. 12 to Jan. 2, 2004.
The resolution extends the period of filing by 18 more days. It amends Comelec Resolution 6325 that set the deadline for Dec. 15. It did not give a reason for the extension.
While days may have already been set for the filing, field officers are still awaiting a more detailed calendar that will set the schedule for other activities leading to the May 10, 2004 national and local elections.
Comelec still has to announce the campaign period and the schedule for groups that wish to
participate in the party-list election.
It also has to set when the municipal, city, provincial and national board of canvassers are to convene and the deadline for the filing of statements of election contributions and expenditures.
Election officers and their assistants also want to know if they will have to open their offices on Jan. 1, New Year’s Day, to receive those who will file their certificates of candidacies.
Meanwhile, the commission en banc decided to implement a “partial automation” of elections next year.
This will include the “selective” use of automated counting machines (ACMs) in the entire Cebu, among a few places.
The other areas that have been chosen for the pilot use of ACMs are the National Capital Region, the Autonomous Region for Muslim Mindanao, the provinces of Iloilo, Negros Occidental, Rizal and Pampanga, and the chartered cities of Baguio, Bacolod, Iloilo and Cagayan de Oro.
Despite the negative reports about the ACMs earlier, Comelec assured in Resolution 6389 that “a number of these have undergone a thorough and rigid testing to insure its accuracy in the counting of ballots and giving fast results of the elections.”
