TWO more brand new vehicles will be delivered to the office of Cebu City Mayor Tomas Osmeña by January.
Barring hitches in the deliberation of the fourth and last supplemental budget this year at the City Council, the mayor’s office will be getting a Toyota Grandia van to service important visitors and dignitaries.
The mayor’s office will also be issuing a brand new P1.025-million Ford Escape sports utility vehicle (SUV) to the Cebu Investment Promotions Center.
City Administrator Juan Saul Montecillo said the SUV will be used to transport prospective investors in the South Reclamation Project (SRP).
“The mayor is proposing to buy new vehicles to service VIPs because we no longer have a presentable van to transport our visitors. What we have are the Besta Kia van and the Toyota Hi-Ace, which are already very old,” he told Sun.Star yesterday.
23 new cars
Once the P2,277,500 budget for the two cars is approved, the purchase papers completed and the Toyota Grandia van and Ford Escape SUV delivered, the City Government by 2004 will have at least 23 brand new vehicles added to its fleet during the Osmeña administration.
The P2.277-million budget for the cars in the mayor’s office is part of the P4.67-million capital outlay of the P122.35-million fourth supplemental budget.
The P4.67-million budget also covers the P700,000 balance for the brand new Mitsubishi Outlander that Vice Mayor Michael Rama ordered last month.
As the Cebu City Council tackles the City’s supplemental budget in its regular session today, the executive department is also submitting for final deliberation next year’s P2.047-billion annual budget.
The biggest bulk of the yearly budget will go to personal services at P405.22-million. Maintenance will get P885.53 million and other operating expenses while P65.77 million is earmarked for capital outlay.
Some P249.59-million of the budget will cover the local development fund, which is supported by the Annual Investment Plan (AIP) of 2004.
The 2004 AIP, which has been drafted and approved by the Cebu City Development Council last month, comprising mostly projects proposed by nongovernment organizations and barangay officials, will also be taken up today.
The City will also set aside some P209.27 million for domestic loan repayments next year.
While public hospitals, including the Cebu City Medical Center, will be getting P108.43 million next year, only P8.36 million will be appropriated for housing projects.
The City Traffic Operations Management (Citom) will get about P74.57 million next year for its computerization system and equipment.
Cash gifts
Meanwhile, the P1,000 extra cash gifts for 5,000 City Hall workers, or a total of P5 million, will be approved today in this year’s fourth supplemental budget.
Covered by the P122,358,524.65 supplemental budget is the P25-million multi-purpose senior citizen’s center in Kawit Island and the P30-million budget for lot acquisitions.
The senior citizen’s center is budgeted under the account of the Department of Engineering and Public Works (DEPW) for its construction services, which totaled P92,286,698.
Other infrastructure projects listed include the constructions of covered canal in various barangays, the rehabilitation of parks and playgrounds, monuments and the building of new sports facilities.
Also listed are the construction of water tanks, toilets for public schools, renovation of day care centers and improvement of drainage systems in different communities.
DEPW’s budget also includes the P11 million set for the City’s “Operation Asphalt Storm,” which covers re-treading, patching and asphalting of roads.
In his letter to the City Council dated Dec 4., Mayor Osmeña endorsed the fourth supplemental budget, which is backed by newly identified sources of income as certified by the city treasurer and realignment from current and continuing appropriations.
The executive department outlined all its regular sources of income, which totaled P87,464,913.
The P523,714-balance from this year’s second supplemental budget, which was not yet appropriated, was also identified as an added source of income. Realignment from current appropriations and continuing appropriations resulted to a P34,370,159 income.
Meanwhile, Councilor Jocelyn Pesquera of the committee on budget and finance submitted an ordinance supporting the P2.047-billion 2004 annual budget.
Some P600.66 million from the general fund will go into special accounts to subsidize utilities, economic enterprise and credit financing.
