IF THE Commission on Elections (Comelec) cannot find an acceptable supplier right away, the votes cast on May 10 will have to be counted manually.

The Supreme Court (SC) ruled yesterday that bidding irregularities rendered invalid the contract awarded to the Mega Pacific Consortium to supply automated vote-counting machines and election forms.
