Controversial cop in trouble again

A CEBU City policeman allegedly took a motorcycle impounded in a police station after it figured in a vehicular accident in Mandaue City.

For this act, PO3 Paquito “Ricky” Monterroyo will be facing charges of obstruction of justice and intervention in police functions.

Monterroyo reportedly arrived at the Basak Police Station around 1 a.m. and claimed the motorcycle as his. He rode the motorcycle and sped off without showing the policemen-on-duty proof of ownership.

Basak Police Station Chief Eliseo Gabrillo received reports that Monterroyo’s brother drove the motorcycle when it met an accident on M. C. Briones Highway near the corner leading to Barangay Labogon around 12:30 a.m. Sunday.

Gabrillo said the motorcycle (GR 4874) was turned over to the police station. The blotter, however, didn’t indicate the name of the driver.

He added that PO1s Silveriano Aparicio and Francisco Villaran tried to chase Monterroyo but didn’t catch up with him.

After receiving a report on the incident, Mayor Thadeo Ouano called up Mandaue City Police Office Director Alex Castro and asked him to look into the matter.

Sun.Star tried but failed to get Monterroyo’s side.

Around 12:30 a.m. last Sunday, Genaro Tanjay was hit by a motorcycle when he tried to cross M. C. Briones Highway.

The accident slowed down traffic in the area, where his brother-in-law Valentin Garcia Jr. and his wife happened to pass by.

Garcia brought Tanjay and Noel Ursal, another person who rode the motorcycle, to the Mandaue City hospital. But

Tanjay was transferred to the Vicente Sotto Memorial Medical Center in Cebu City.
Garcia then went to the Basak Police Station where he thought the driver and motorcycle were taken after the accident. Both were not there.

Garcia reported the matter to Mayor Ouano yesterday morning.

The mayor advised him to put his complaint in writing so there will be a concrete basis for the investigation.

Monterroyo, who was accused last year of extorting money from a Lapu-Lapu City trader, is facing summary dismissal proceedings before the National Police Commission.

Operatives of the National Bureau of Investigation (NBI) 7 entrapped Monterroyo, a Cebu City Vice Control Section policeman, outside Gaisano Mactan last Aug. 12 for allegedly extorting P300,000 from the trader.

Monterroyo is facing a separate criminal case filed by the NBI 7 before the court in Lapu-Lapu City.

He is currently detailed at the Cebu City Police Office headquarters.
