City Hall to buy 77 motorcycles, 4 vans By Gingging A. Campaña Sun.Star Staff Reporter
APART from the 77 motorcycles for the barangays, Cebu City Hall will be buying four double-cab pickup vans for the police and a service vehicle for its emergency hospital in Barangay Guba from its P201.11-million first supplemental budget this year.
City Administrator Juan Saul Montecillo said they have not yet decided on the brand and model of the P4 million worth of police vans, but they are considering those with the Mercedes Benz-licensed engines made in Korea.
The City also set aside P2 million more to the P3-million election reserve of the local Commission on Elections (Comelec) for contingency expenses for the May 10 polls.
Equipment rental
Some P15 million was set aside for the rentals of heavy equipment that will be used for dredging of creeks and canals, landfill operations, leveling of hilly relocation sites for socialized housing projects, road maintenance and opening of roads for road networks in the mountain barangays.
In his endorsement dated Feb. 5, 2004, Mayor Tomas Osmeña asked for the City Council’s consideration on the first supplemental budget for 2004 of the general fund and its sub-accounts for economic enterprise to cover urgent and needed expenses.
Supporting the budget are some P80-million retained operating surplus for 2003 and some P120-million domestic borrowings, as certified by Acting City Treasurer Tessie Camarillo, Osmeña said.
The proposed budget will be taken up by the council in its regular session today.
Under the account of the mayor’s office, some P6.77 million was allocated for the 77 police-type motorcycles, P4 million for the police vans and P1.15 million for the Guba Emergency Hospital service vehicle.
The P23.5-million lump sum appropriation for the P5,000 extra cash gift to all City Hall workers was charged against the account of the City Administrator’s Office.
As earlier announced, the P39.5-million budget for the purchase of some 5,000 sodium lamps, which cost at least $100 each, will also be taken from the first supplemental budget.
Aside from the P1.96 million that represents aid for barangays, P10 million will also go to various self-help projects.
Programs
But Montecillo said the funds will only be released upon the barangay leaders’ submission of their identified projects and programs of works and estimates.
He said the self-help project is a continuing undertaking because a lot of pending requests have been submitted to the mayor’s office for prioritization.
Just like the previous undertakings, community participation is needed because the barangay will be the one to shoulder the labor costs. The City will provide all construction materials.
As to the election reserve, Montecillo said the City is awaiting from Comelecthe final list of items needed for the May 10 polls.
“However, we just allocated P2 million in case the P3 million budgeted for the election year will not be enough because we will be reverting to the manual counting and canvassing,” he added.
The P120-million source of funds for the proposed budget will be taken from the City’s P400-million standby credit facility with the Philippine Veteran’s Bank.
