Comelec taps police, DILG for removing illegal posters By Karen M. Flores
THE local Commission on Elections (Comelec) has called on the Cebu PNP and the Department of Interior and Local Government to help curb the illegal posting of campaign materials in Cebu as well as stop the distribution of those that are illegal.
Acting Provincial Election Supervisor Edwin Cadungog yesterday wrote Cebu Provincial Police Office Director Maximo Calimlim and Provincial Local Government Operations Officer Francisco Medida to instruct their field personnel to coordinate with election officers.
The “supervisory task force,” as provided for in Comelec Resolution 6520, must be convened in the cities and municipalities.
While Calimlim will take care of the police, Cadungog said they hope to mobilize barangay tanods through the local government operations officers.
Cadungog said he also wants barangay officials to have more participation in the drive against the illegal posting of materials as well as the distribution of illegal ones because compared with mayors and other town and city officials, those in the barangay would have “less bias.”
At least there are only a number of barangay officials (who have jurisdiction over the tanods) who are running in this year’s election, he noted.
In the province, Cadu-ngog said barangay tanods will work in lieu of the Squatters Prevention and Encroachment Elimination Division of the Cebu City Government, which has been tasked with ridding the city of posters outside the identified common poster areas.
Cadungog is concurrently the election officer of Cebu City’s south district.
He admitted, however, that no candidate has ever been disqualified for violating Comelec rules on the posting and distribution of campaign materials.
Section 31 of Resolution No.6520 lists these as the duties of the supervisory task force:
· Tear down and remove campaign propaganda posted in public places outside the common poster areas;
· Tear down and remove illegal campaign materials wherever posted or displayed; and
· Monitor persons posting or distributing unlawful election paraphernalia and arrest such persons caught in the act.
The election officer acts as the chairperson of the task force while the police chief in the town functions as vice chairperson.
