Citom clearance needed to release seized licenses

STARTING today, the Land Transportation Office (LTO) 7 will no longer release confiscated driver’s licenses without clearance from the Cebu City Traffic Operations Management (Citom).

This policy is based on the memorandum of agreement (MOA) between LTO 7, represented by Director Alex Leyson, and Citom represented by Maayor Tomas Osmeña and Citom chairman Valeriano Avila.

Citom will not clear apprehended drivers unless he has paid all fines for traffic violations.

But Leyson said all fines for previous violations until yesterday will not be included.

TOP booklets

LTO 7 chief of operations Alita Pulga said they will deputize 85 of the 289 Citom enforcers who will be issued temporary operator’s permit (TOP) booklets.

Pulga said before the MOA, Citom enforcers only issued citation tickets to erring drivers for violations of city traffic ordinances. If a citation ticket is used, the LTO cannot collect revenue.

Dennis Jabonero of Citom said their LTO-deputized enforcers will all use TOP starting today. Those who will be deputized are deployed in selected areas or in routes where traffic violations are rampant.

Leyson said that with the MOA, he is confident that the drivers will be more disciplined and the LTO can raise more revenue because Citom will use TOP, which is issued by LTO.

Raul Araneta, also of Citom, said the required Citom clearance will enable Citom to collect fines even if the driver’s license is turned over to LTO.

Leyson said that drivers who will be apprehended beginning today will be required to get a Citom clearance after the LTO adjudication, before his license will be finally released.

The MOA was signed last November but the implementing rules and regulations were only issued by Avila and Leyson last Feb. 11.
