Micame: Win deal for MCIAA

REACTIONS. I received two e-mails from readers of this paper during the last three days. The first, from General Manager Angelo Verdan of Mactan-Cebu International Airport Authority (MCIAA) and the other, from Richard Clarke, a British national connected with Aramco in Saudi Arabia.

In his e-mail, Verdan informed me that two lots being leased to the Lapu-Lapu City Government at a token rental of P1 annually are being occupied by a public elementary school and by squatters.

Since one of the options of MCIAA is to rescind or amend the lease contracts, why not proceed with the rescission and offer to sell the lots to the City Government? I believe City Hall will be more than willing to accept the sales offer inasmuch as there won’t be any cash involved. All the proceeds should be applied or credited against the tax obligations of the authority to City Hall.

To be fair, both parties should agree to engage the services of an independent real estate appraiser who shall determine the fair market value of the lots. In this manner, the City can subdivide and sell the lots to the squatters and donate the other lot to the Department of Education (DepEd).

SACK OFFICIAL. On the other hand, Clarke, who married a Cebuana from Barangay Pitogo, Consolacion, approved of President Arroyo’s plan to sack Regional Director Juanito Abelgas of the Department of Public Works and Highways (DPWH) 7 for the latter’s negligence in the maintenance of the Naga-Uling road. The British national is also frustrated over the inaction of highways official to widen to four lanes the national highway from Barangay Cansaga, Consolacion to Liloan. He blamed the traffic jams to the non-widening of the Consolacion-Liloan highway. The four-lane widening of the Cebu North Road is only up to Poblacion in Consolacion. From Cansaga to Liloan, the highway only has two lanes.

He recalled that he was stalled on three occasions last December when he visited his father-in-law in Barangay Pitogo, a few meters before reaching the Consolacion-Liloan boundary. He is asking where the appropriation for the widening go? He is asking the Commission on Audit and the Visayas Ombudsman to investigate the lifestyles of highways officials who are sporting luxury cars and building beautiful homes.

ECONOMICS PROF. President Arroyo made a right decision when she appointed a career finance official, Juanita D. Amatong (nee Juanita Dy) to the post of finance secretary. Amatong has several years of exposure to economics policies, practices and applications, both in the finance department and as a university economics professor. Before her stint at the Department of Finance, she taught economics at the Silliman University in Dumaguete City for many years. I was under her in an economics subject at the Siliman College of Business Administration. More power to you, Madame Secretary.
