ABC facing fund problems over ‘delinquent’ barangays

THE failure of a few member-barangays to pay their annual dues is causing funding problems at the Association of Barangay Councils (ABC)-Cebu City.

ABC president and Guadalupe Barangay Captain Eugenio Faelnar said at least five urban barangays have not fulfilled their obligation to the ABC.

As a consequence, his office will not send workers for the association’s projects meant for these barangays.

“I won’t allow work on their construction projects because they haven’t paid their dues. Where will we get the money to pay the workers?” he said in Cebuano.

He added that he will not employ other punitive measures to compel the barangays to pay up.

Under the Local Government Code, a barangay’s legal yearly fee due the ABC should be at least P25,750.

However, in Cebu City, Faelnar said they are asking a proportionate amount equivalent to 2.1 percent of a barangay’s annual income as the annual fee.

The set-up is advantageous for mountain barangays whose income is less than urban barangays like Guadalupe.

He said he is hoping that all the barangays will pay their dues next year so they can fast-track several projects.

Faelnar plans to move the ABC office to a building near City Hall where the rent is low although the place is spacious.

Meanwhile, Faelnar said Cebu City Mayor Tomas Osmeña is now receptive to the idea for the City Go-vernment to train in cell-phone repair individuals from each of the 80 ba-rangays here.

Osmeña initially turned down the proposal because he thought it was designed to teach barangay officials how to use their cellphones.

“Mao tong nangutana siya if they don’t know how to use cellphones,” Faelnar quoted the mayor’s comment.

Faelnar said the project was to have at least one cellphone technician in each barangay.

This way, residents, especially those in the mountain barangays, no longer have to go to downtown Cebu City and pay more to have their cellphones checked.

Funding for the project was supposed to be drawn from the city’s Philippine Amusement and Gaming Corp. funds. RHM
