Absentee Day-as SK chief stays for now: councilor

FOR the Sangguniang Kabataan Federation (SKF), Rafonzel Quijano is still its official representative to the Day-as Barangay Council.

SK Federation president Glena Bontuyan said so when sought for comment on the new conflict among the barangay officials in Day-as, Cebu City.

Based on the SK by-laws, she said Quijano is still the barangay’s elected SK chairman.

This, despite Barangay Captain Michael Ocleasa’s “appointment” of the SK first councilor as ex-officio member of the Day-as Barangay Council.

Ocleasa, in earlier interviews, said he will acknowledge Rafonzel’s presence during barangay council sessions, but it is SK first councilor Jhuniel Formentera who should vote during deliberations.

He said Rafonzel cannot yet assume her duties pending a resolution by the SK Federation on Formentera’s petition seeking her removal from office due to her absences.

Rafonzel left for the United States last November after her band Catharsis got hired as in-house band in Florida.

She returned to Cebu City last Feb. 17 and immediately met with her SK officials.

Formentera, according to Rafonzel’s mother and Day-as Councilor Suzette, did not attend the meeting.

But even before her departure, Rafonzel did not attend the council sessions since last September as a show of support for her mother and two other councilors who protested against Ocleasa.

Despite the complaint, which the SKF will decide by next month, Bontuyan said Rafonzel was not yet suspended or expelled. There is no reason then why she should be prevented from doing her work and responsibilities for the moment.

Bontuyan said, though, that Rafonzel has to “explain everything.”

The Day-as barangay council will hold its second regular session for the month this Saturday.
