Inayawan hires accountant to check unremitted P75T

AT LEAST P75,000 worth of cash tickets or alkabalas was not remitted by their barangay treasurer, who was already relieved of her duties, said Inayawan Barangay Captain Licerio Jac

Rhea Sable, Jaca said, was no longer barangay treasurer starting last Feb. 6 after a Cebu City Hall audit report showed that she still has to account for P600,000 in market revenues.

Sable was assigned as a clerk pending the report of a hired in-house accountant.

The amount in question refers to cash tickets or alkabala that are sold to public market stallholders and ambulant vendors in the barangay.

Sable allegedly failed to remit the amount and that there were indications the barangay’s collections were used to cover for the previous collections that were not remitted.

The Cebu City Auditor’s Office conducted a surprise audit and made its report after noting a trend in the barangay’s remittances to the City Treasurer’s Office.
Most of the deposits were allegedly 200 days late.

To avoid suspicion of a cover-up, Jaca said he hired Guillerma Abellanosa, a retired accountant and a sister of his political foe, to audit Sable.

He said Abellanosa served as Qantas Airlines accountant for 36 years before retiring from work, so she is competent to do the audit.

Jaca clarified that he was not aware about the matter until the report came out in Sun.Star last Feb. 4.

“I was even thankful that the report came out because I was alerted,” Jaca said in Cebuano.

He already advised Sable to settle all the remittances so she can also clear her name.

In an earlier interview, Jaca said Sable promised to produce all the documents needed in order to account for the amount.

As for the P75,000 that was not remitted, Jaca said it could be part of the amount that the barangay needs to reimburse.

He explained that the barangay often use the market revenue, which is supposed to be remitted to City Hall, to pay for its supplies.

Barangay Inayawan will just reimburse the amount that was used before it is remitted to the city treasurer.

For the meantime, Sable will still report to the barangay as a clerk so she can also assist Abella-nosa in case she has questions regarding the documents.
