We wish to comment on the news item, “Cebu road repair, Glo angry over DPWH neglect” (Sun.Star Cebu, Feb. 20, 2004).

The project referred to in the article is the 34.81 kilometer-long Naga-Toledo Road Project, comprising of four sections, namely: Section 1 (junction of Naga to the junction of Lutopan), Section 2 (junction of Lutopan to the junction of Poog), Section 3 (junction of Poog to the junction of Sangi) and Section 4 (junction of Sangi to Toledo City).

The Naga-Uling road is a component of Section 1, which is 17.65 kilometers.
I would like to inform the public that the Naga-Toledo road is being funded under the Japan Bank for International Cooperation (JBIC)-assisted Arterial Road Links Project (PH-P204).

The project was tentatively scheduled for implementation in the last quarter of 2003, but this was set back because of unforeseen delays, such as the revision of the detailed design (including the modification of the thickness of the pavement because of increased volume and load of traffic along the project) and the concomitant procedures on international tenders, whereby pre-qualification (PQ) evaluation of contractors is subject to the concurrence of the JBIC.

The Supplemental Resolution on the PQ evaluation was approved this week and will be forwarded to the JBIC for concurrence. At this stage, barring any further request for clarifications from the JBIC, it is expected that the bidding for this project may be realized by April 2004.

However, because of the urgency of commencing the project following the deteriorated conditions of the road sections, which incidentally also caught the attention of President Gloria Macapagal Arroyo in her visit to Cebu last year, Sections 3 and 4 had to be funded locally, in the amounts of P95 million and P20 million, respectively.

The secretary of the Department of Public Works and Highways (DPWH) has approved the request of the project director of PJHL-PMO to grant authority to DPWH 7 to conduct the tendering, implementation and supervision of Sections 3 and 4 utilizing local funds that were still available under the Fiscal Year 2002 budget, which were subsequently released on Dec. 2, 2003 to the DPWH regional office in Cebu City.

We hope that with this information, we were able to dispel some misconceptions regarding the implementation of the said project.
