Lack of quorum cancels session; PB members ‘busy in campaign’
THE Cebu Provincial Board (PB) failed to act on the 69-item agenda for yesterday’s session as half of the 16-member body failed to show up.
With three days away from the start of the campaign period for local candidates, a board member noted that it may be hard to gather legislators for sessions as their schedules will be full with activities in their respective districts.
Because of the lack of quorum, stalled was the scheduled discussion of the proposed amendments to Ordinance 93-1, the measure selling Province-owned lots to the urban poor, a matter which the PB earlier raised some anomalies in the implementation.
Aside from legislation coming from the towns, the PB would have also discussed with the legal counsels of Smart Communications and Globe Telecom problems cellular phone subscribers are facing right now.
Awol?
Vice Gov. John Gregory Osmeña, who is parrying accusations that he is involved in the importation of the P3.4-billion worth of shabu ingredient, did not give notice on the reason for his absence.
Provincial Secretary Anecita Pasaylo said that what they have from the Office of the Vice Governor was only a notice for board members to attend a scheduled pre-session caucus at a restaurant.
PB Member Joven Mondigo, who presided over the session in the absence of Osmeña, declared a 10-minute recess to wait for the rest because of what he said were urgent and pressing concerns that the PB needed to take up.
But the board, through Pasaylo, learned that it was no use waiting for the seven PB members.
Floor Leader Raul Bacaltos showed up shortly before the session but had to go home because he was not feeling well.
More no-shows
Like Osmeña, PB Members Josefina Patricia Asirit and Gregorio Sanchez did not leave word with the secretary’s office of their whereabouts.
PB Member Estrella Yapha was reportedly in Toledo City and could not come, while Sangguniang Kabataan Provincial Federation president Ramon Martin Calderon, who sits at the PB as ex-officio member, is still on leave.
PB Member Rosemarie Durano sent a letter saying she could not come, while Member Orvi Ortega’s staff members informed the secretary that he has “prior appointments.” JPM
