Talkback: Noise disturbance By Tina Constantino Concerned Nasipit resident
I AM writing this piece in a desperate attempt to move and compel Talamban Barangay Captain Alvin Arcilla and other elected barangay officials to order the expeditious closure of an illegal operated videoke establishment in Nasipit, Talamban (situated between Azilace Sari-Sari Store and Skolpad).
For countless times, I, along with a number of other residents, have called up Arcilla’s office to complain about the disturbance and aggravation the videoke joint has great caused us. I have yet to speak with him personally since every time I call the barangay hall he is out. I have always made it a point to leave a word with the person on the next line, often a lady by the name of Linda, to raise the pressing matter before Arcilla. At one point, I was lucky enough to speak with Councilor Boy Remedio over the phone who told me to formally put my complaint into writing for, according to him, although they have been fully aware of the matter and have received numerous complaints about it, they have yet to receive a formal letter of complaint. Furthermore, he told me that there have been efforts by barangay officials to minimize the videoke joint’s disturbance by requesting the owners to lower the videoke unit’s volume, especially at night when they normally operate. However, it seems that after a night or two, the loud noise returns.
Furthermore, Councilor Remedio told me that it is the barangay’s policy not to issue a permit to video establishments, which I see only proper and logical since Talamban is densely residential and Nasipit, where the illegal establishment is operating, is where the University of San Carlos-Talamban is located. Blatantly operating without a permit, the video joint has caused unnecessary disturbance to us and has obviously shattered the quiet neighborhood that we used to have.
Given the impression that officials could only do as much until a formal complaint letter is given, I immediately sent a letter of complaint addressed to Captain Arcilla, writing in behalf of all other aggravated residents. While things seem to have improved after that (the owner has obviously removed his videoke out of the store for fear of it being confiscated and has kept it elsewhere), things have returned to the usual habit again.
As one of the many residents, I am truly disappointed by the lack of concrete action on the part of Arcilla and his barangay officials. I would truly appreciate if he’d respond to this letter in action, rather than in words. I hope to see a conviction on his and his officials’ part to implement barangay ordinances or policies that prohibit the operation of a videoke joint in a residential area.
