Plaints spur some folk of future market lot to stay
THE scheduled ground-breaking ceremony for the new public market of Mandaue City is two days away but only 60 percent of the occupants of the lot for the proposed structure have voluntarily left the place.
According to City Administrator Serafin Blanco, the residents who stayed have yet to accomplish requirements to receive a disturbance fee.
While some have received a fee, the 15-day deadline has not yet lapsed.
Not enough
Blanco admitted there were some residents who complained that the amount they received is not enough to cover the years they stayed there. So, he is having the occupants’ records verified.
Although no relocation is involved, the beneficiaries should be registered in the City’s socialized housing program as proof that they are living below the poverty line.
Those who left received as much as P12,000 disturbance fee. Because they chose to receive the fee, they will not be eligible for other housing projects of the City, Blanco said.
Blanco added that the P12,000 fee is the most given to a beneficiary. The amount is for those who have stayed in the area for several years.
Disturbance fee
The City is giving at least 70 percent of the total disturbance fee to a beneficiary, who is then given 15 days to vacate the area. The beneficiary will receive the remaining balance afterward.
Last January, Mayor Thadeo Ouano and Vice Mayor Amadeo Seno Jr. signed a memorandum of agreement (MOA) with Rosal Infrastructure Builders general manager Alberto Surla for the construction of the first phase of the market worth about P94 million.
The agreement was signed almost two years after a fire gutted the Mandaue City Public Market.
The market will be built at the back of the Mandaue City Cultural and Sports Complex. All stores will be on the ground floor while the parking area will be on the second.
Rosal’s bid was the “most economical and advantageous” to the City.
According to the MOA, work on phase 1 is expected to be done in 15 months. AAG
