THE construction of a flyover at the junction of Archbishop Reyes Ave. and Escario Ext., Cebu City will be rushed and will proceed without closing the thoroughfares to traffic.
That was the promise given yesterday by the Department of Public Works and Highways (DPWH), whose representative the Cebu City Council reproached because the office failed to secure the necessary permits.
